Is there some gizmo that would let me know if the heater or filter is not working?? Just in case

I believe there are digital thermometers out there that will have some kind of audible alarm for temp lows and highs...

As far as your filter goes... nothing I can think of.  I guess it would also depend on if you are using a sponge/canister/power/internal filter.

there are water level sensors out there somewhere..
either float or electronic.

I use an electronic meat thermometer that allow me to set a predetermined high/low temp which beeps rather loudly if reached.  Same ability with my electronic Ph meter.

meat thermometers have a range of 70-90F?  I wonder how much it would cost for 25.

Art, it's electronic so there's no scale like you would expect to see on a mercury thermometer - it simply senses then displays  temperature.  Mine reads a fairly consistant 78.8 all the time and I have the alarm set for a 10 degree variance
