Java fern growing roots on the leaf?

I noticed that some of my Java fern leaves seem to be developing a root system on the top of the leaves.  Is this what it is and is this normal?

If so can I cut these off and replant them?

Yes it is normal.  The plant is producing plantlets.

In nature, the plantlet gets big enough that it breaks off the mother plant and flows downstream to connect somwhere else.

In the aquarium, you can wait until you get a good half dozen leaves that are at least an inch long and then carefully seperate the plantlet from the mother plant.

I usually leave the plantlets on the mother plant leaves until they are really big enough to be separated. It looks cool too, if you leave enough space around the mother plant!
