I want to glue some rocks together just to be safe so they don't topple over on the fish (you never know it could happen) Is marine silicone safe?

If you are talking about aquarium epoxy, it is safe.
If you are talking about silicone, it should be cured, so you will have to take your rocks from the tank glue them together, wait at least 24 hours and put them back. If these are LR, I don't think this is possible...

no not live rock, just some slate pieces

For my rift lake cichlids when I used slate rock, I used GE silicone, cured it and everything was fine. So, I assume this is YES answer to your question... Just don't put the rocks into the tank, while silicone is still "smelling"
