Stunted Growth

I've been keeping 14 neon tetras since they were small.  They grew pretty quickly to about 2cm.  But for a few months their growth has just stopped.  Acording to books their max size is 4cm.  I do 50% water change every 2 weeks.  I feed them flake in the morning and blood worms at night.  What can I do to encourage them to grow to their full size?

what are the specs of the tank? size, equiptment ect.

Since fish grow right untill they die I would say achievig 50% of max size so quickly is great. The growth should continue albeit at a greatly reduced rate. Sometimes when you see your tank daily it's hard to see change.
