Water splashing on T5 bulbs

I recently added an airstone to my tank, and this creates quite a lot of bubbles popping to the surface.

It's splashing all over my T5 bulbs  :-X

If I put a glass on the tank, I'll probably have to wash it pretty often due to calcium stains.  Why I don't have one already is that I'm lazy and it needs to be custom cut to allow the T5 fixture to old on the side of the rimless tank.

This was my setup until not long ago. I got rid of the plexy top because it was all warped and ugly and didn't cover the whole tank anyways.

a) How full do people generally fill their tank (height of air gap between water surface and tank top)
Mine is currently 5/8" from the top, and the T5 bulbs are another 2" above that.

b) How close to the surface should I set the T5 bulbs ?
Hum.. probably as close as possible, sitting right on top of a glass ??

c) Who can build me a glass top to custom specs and how much would this cost ?
It's a 59g, roughly 15"x47.5", I need holes on the side for the T5 fixture and to the back for all the hardware / hoses.

Why do you have an air stone?

a) somewhere between the bottom of the trim and the top of the tank, I don't like to see the water line from the front
b) as close as possible
c) no clue, but you would be best to use a small piece of acrylic or egg crate for the last couple inches at the back to allow for your cords, etc.

I added the airstone to help a sick fish, but it passed away so, no more airstone.

Still looking for a glass top though, to protect the bulbs. 
I needed to clean the old plexy top every week, evaporation + condensation made it dirty with calcium or other particle matter.

Unless the T5's heat prevent condensation, the reflector probably is already stained a bit and less efficient.
