I bought an in tank skimmer yesterday. 
Is the cup supposed to fill with water and the foam come out over the top of the cup?
I have the air flow on the lowest setting and this is happening.  Not sure how to fix this problem?
It is a Tunze namebrand, nano Doc Skimmer 9002. 38 gal tank.
I really appreciate the help people have offered in the past and could use some again please.

I have the same skimmer. There should be a water line on the side of it. You want the water to be roughly there, a 1/16th of an inch either side is about all the play you'll need (You'll have to try various heights to determine what works best for you). As for the air, again, a slight adjustment over a period of a few days to determine whats best, but you should have just bubbles in the spout heading into the collection cup.

Depending on the age and stock of the tank, skimmate will vary in color, but it should definetly not just be clear salt water.

Water height is the important factor when installing a skimmer. When I installed mine, I had to raise it a lot.....so I bought a plastic kids step stool (like the kind to brush teeth) from "buck or two" and cut the legs off to the size I needed.

I have the valve closed, all the way closed, but it is still bubbling over and the cup is still full of water.
Sorry Kenny but the "kid stool" does not make sense to me.
Any other trouble shooting i should try?

Kids stool used as a platform to raise skimmer.
Adjust it by trimming legs offs.

I'm not sure what exactly does not make sense to you? The posts are being very descriptive on the need to, and how to raise your skimmer in the sump. You are asking for a different trouble shooting method but did not say anything about adjusting the water level that the skimmer is sitting in. That is the problem 100% if the water level is too high. If the water level that the skimmer is sitting in is correct then people will offer other suggestions.
