February 5-gallon scape contest?

Hello all. I'm interested in some guidance for the scape contest in February. In particular:

- Are there rules about how far in advance the scape can/should be assembled? Does the scoring process favor mature systems?
- Do they need to have animals in them?
- Are there stipulations about lighting? I'm not about to get expensive lights for a contest.
- If a given entry is temporary, will there be time to sell the plants in it after the contest?
- Is there anything else I should know or think about?
