Are you going to get mature discus, or juvies?  If you go the juvie route (which is lots of fun to grow them out), I have to say a bare tank with lots of small feedings per day and a good cleanup and big water changes is the way to go.  Once you get them to the size you want, THEN you can add some substrate and plants and such.

My 65 gallon was a bare tank setup until my discus had reached the 6 inch mark.  Once they hit that milestone, the tank was then planted and decorated accordingly.
