Problem with fluorescent fixture

I'm helping someone set-up a used aquarium.

There seems to be an issue with the fluorescent lighting.  To be able to turn the light on fully, we need to half-press the switch, wait a couple of seconds, then press fully.

Before I start tearing this thing apart, has anyone run into something like this?

I assume it can either be the bulb, or the ballast.  If it is the ballast, is there a place close by when I can purchase a replacement?

For a ballast: 129 Loretta Ave N, Phone #: 613-728-3551. I bought one for my 36" 30w it was rated for up to a 40w which is a 48" it works great. I think it was around $15. Just off of Gladstone close to Preston St.

I also vote for the starter.  And if you need to replace the starter, odds are you should also be replacing the bulb.

More than one bulb/starter?  I'd do them all at the same time.

A big aquarium shop that carries lots of dry goods (like Big Al's) will likely have everything you need.  If you're not sure what you should ask for, take the old parts in with you.

 I would agree on the starter, in any case it`s the cheapest thing to start with & Home Depot is about 50% cheaper than a pet store.
