Plant fuzzies: rootlets or algae?

We're almost done cycling a 60-gallon tank containing a handful of guppies (I know, I know...) that nevertheless seem to be doing fine. We also have a variety of plants, most of which seem to be doing alright from the 110+40 watts of light.

However, all the plants have either 1" long, fuzzy fibres growing from anywhere on the leaf surfaces. The closest thing they resemble is the fluffy stuff on individual dandelion seeds. Many are also sending out a frenzy of long, 2"-3" tendril-like...well, maybe rootlets? Dunno.

Q: Are these desperate efforts by our plants to find A Better Place because some vital plants nutrients are missing from the tank? We included a generous quantity of flourite to the substrate when we set up the tank, and added iron, fertilizer, etc. to the water...or is this an invasion of algaes?

In any case, can someone help?
