Are they the same ?

If not, which is better suited to clean algae and decaying food/plants in my goldfish tank ?
I'm thinking a few of those and 1-2 oto cats should do a good job. right ?

Yes. They will compete with otocinclus (which should be kept in bigger groups) for algae.
They are both not suitable to clean up leftover food. Bottom dwellers like corydoras or plecos do a better job here. However, a goldfish tank might not be the bets environment for them.

I wouldn't get otos or shrimp for a goldie tank - they'll get eaten as soon as they fit in the goldies mouths.

Bristlenose Plecos usually do quite well with goldfish, assuming it's at least comfortable room temperature. You may be overfeeding if you've got decaying plants in a goldfish tank - typically they would hoover them up.
