Ok not sure if this woudl be the right place but here we go>

So my dwarf ramirez i have had for about 8 months now...looks gorgeous but in the past few days follwoing my water change I have noticed him breathing Really quickly (other fish are not) and he has white spots on his head (at some light it looks a "little" bit fuzzy not sure...)and only his head.  At the same time his colors are now a lot more pronounced (was a lot lighter before)
I am having trouble finding info on the web of this exact situation...not quite sure what to do to help him out...

I am going to do a small water change again tonight but no clue if this will help.

If anyone has any ideas of what this can be...please...
