Leaky tank trim

Anyone ever get something like this?

I guess the only way to fix is move the heater uptop, partially drain for a few days, take the trim off and re silicone?

Getting tired of wiping this off...

Has it always been like that? If not what has changed? Water level to high?

Yeah its always been like that.
Got an overflow box so the water level doesn't change.

I just know the silicone recommends 48 hours before allowing contact with water which makes the repair a pain...
