Freshwater cycle

I am going to be buying a used freshwater tank, it will have the gravel and filters in it, and I am wondering if this tank will need to be cycled or not.

If it's just been emptied and still wet there is a good chance that the bacteria are still happy.
But once it's dried up you pretty much start over.
