Can anyone confirm if this is, in fact, fungus?  I believe it is, but I'd like an outside opinion.

Can't tell, but it may be an intracellular disease like glugea (?).

this doesnt quite look like fungus - though i have seen what you have on some other dwarf cichlids. did it start as small speckles on the head and spread slowly?

BigDaddy : Yes this is a Fungus, I have had the same problem in the past. I had a male peacock get stressed and terrorized by the dominant male in one of my tanks. He got his fins chewed and was hiding but this harassment only lasted a few days while the male was trying to spawn with the females in the tank. One week after the attack he developed a similar Fungus on his eye and later on part of his body. I would use Methlene blue in the early stages and then check with a vet about antibiotics if things get out of control. Cheers..... Troy.

Someone suggested that this might, in fact, be Flex.

Unfortunately, it doesn't really matter now, since he died last night.

Maracyn, Maracyn II, Maroxy and Melafix.  You'd think that should have at least kept it at bay until I had found a proper treatment.

I have had minimal luck with the Rams I have gotten from Big Al's.  2 had bacterial infections, and one had an internal parasite.  It's one thing to pay $10 to $20 for a fish, but its quite another to have to spend twice or three times that much on meds for the flippin' thing.

Does anyone have any locally bred Rams?  I have one pair left, which are doing fine now a good month and a half after purchase.  But I do want a second pair.  If you have a mature male and female you'd be willing to part with, let me know.
