I had thought about the bleach residue also. Would laying it out in my backyard and hosing it down again and again be adequate?

Yes it was from used ottawa, gotta love that site!!!

Chlorine will evaporate eventually but with rock the worry is it being trapped in a nook on the inside.

Best bet is to soak it in a bucket with a lot of dechlorinator; a 4x normal does of Chloram-X for example would handle this perfectly.  Let it soak overnight and rinse, and you can be guaranteed no worries.
