Can drying kill algae?

If an BBA and Green Hair Algae infested tank was left to dry out, would it kill the algae, or would they just come back alive again with water?

Any input will be appreciated,

My personal experience has taught me that it can often come back after a while.  Better off cleaning the infected area properly.

I agree. I usually subject the tank to a thorough wash with a bit of aquarium-friendly soap (you can get it at any pet store).

I ( personally)think about it this way, both of the above mentioned algae ( all algaes for that matter) need food to live & thrive, any way you choose to deprive them of the food they need, will kill the algae, the issue of it returning is not a case of the dead algae rekindling itself , but us  repeating same conditions that brought on the first outbreak of algae.This is the way i approach it.

I totally agree with Charlie. I transfered a rock from one tank to another. Both tanks have different conditions and different types of algae in them. I let the rock dry for a bit before transferring it so the algae was mostly dry and dead. The type of algae I had on the rock never came back and only the type of algae that was originally in that tank grew on the rock. It's been about three months since I transfered that rock and still no algae from the other tank is present in this one. To me, it proves that the algae is dependant on the conditions as Charlie said.

But do the spores dry up and become useless? Are algae spores like seeds? Yes the living algae needs: light, CO2, & nutirients so it would be dead.
