tank upgrading

I have a tank now with a breeding set of guppies, fry a month old and some moe maybe a few days. lots of baby snails, 2 oto's and fairly decently planted.  my question is I have a larger tank i would like to relocate the fish too. I have been trying to figure out a good way of doing it with minimal losses.

my thinking is adding more stones to the new tank, transfering plants first than transfering half the water hopefully with some fish tagging along. than using a measuring cup to get the rest?  another problem would be the stonesI would still like to transfer them.

any other ideas...

I would place fish in bucket with tank water and a bubbler
Place plants in a bucket of water
Take all rocks out
Transfer water to new tank
Take out gravel and add to new tank
Place plants and decoration and rocks
add old filter medium to new filter(don't let it dry out)
add new water,start filter
Place fish in new tank

I've done this a few times and have had no fish loss.
