Incandescent vs LED lights

I have a 10G perfecto tank bought from WM, which came with a canopy and incandescent bulbs.

I have recently replaced the two bulbs with Marina 25W white bulbs, which gives me 5 wpg.

Is this sufficient for growing a heavily planted tank (with CO2) ?  I've been looking at the 24" Marineland LED fixture, which outputs 450 lumens, but I don't know if it's really worth forking out 140$ for this or if my 2.99$ bulbs are enough.

Does the wgp rule apply the same way for any type of lights ? Probably not...

Got my answer -- neither of those will be adequate for plants.

What I'm now looking for are 13w-25w fluo-compact bulbs with the proper color for plants (6700K I think ?)

I looked at what WM had in stock, 2100K (soft white) or 4700K (pure white).  By planted aquarium standards, both of those are very, very yellow.  I think 6700K is usually desirable, while 10000K is too white.

Anyone have a particular store / brand / model to suggest ?

This is what I need to replace : http://reviews.petsmart.com/4830/2754071/reviews.htm

Some of us in the salt world use 6500k cfl natural daylight to
grow algae in sump tanks.
Cdn tire has em as probably everywhere else
Home depot etc.
I run a 26 watt, however, the diameter may not fit your fixture.

6500K here for salt as well.

I got it from Lowes.  Its a 46w floro (ITS HUGE!) but they have others as well.  Philips was the company.

After trying numerous types of CFLs I concluded that only the mini-type bulbs could fit in the fixture.  I tried 2x 13w at 4100K (couldn't find 6500K in the mini, anywhere).

Then I realized that my new HOB filter (AC50) couldn't fit in the canopy >:(  So I just went and bought a 40$ canopy + fluorescent strip from PS  :P

Now I need to find some place in town that can lend / lease me a PAR meter... I'll try B&B.
