I'd estimate 20-30$ at HD or Rona will get you everything you need to hang a fixture like this.

Looks a a fairly simple DIY to me. It looks like 1/16" aircraft cable. Add a couple of small SS pulleys and a grab block and you've got instant tank access. As for the brackets, the possibilities are endless - SS, aluminum, steel, polished, painted ....
