It should be easy enough with a spreadsheet. Don't forget, every next letter basically has to be considered a new number system with base 36. This is probably simple, but not for me. So, from AAAA 001 to ZZZZ 999 how many combinations are there?

Yeah, and it might not use the full 26 letters either, I'm not sure.  Kind of like how Canadian postal codes don't use the letters D, F, I, O, Q, or U.

There would be some considered a no-non by the Ministry too. A few years ago a guy wanted his last name, SCHWARTZ. They didn't like the meaning of 'black' and said no.

Vanity plates would be above and beyond that count though, as they don't follow the pattern of AAAA ###
