Blue Green Algae?

I have to agree with the lowering your water changes approach. I fought blue-green algae for a while in my 90 gallon tank.

Your nitrates are definitely on the low side. I would definitely reduce water changes to 20% once a week.

I would also say that the blue-green algae  in your tank isn't bad enough yet to bother with a blackout.
