If you are looking at buying them, Princess Auto has them at a reasonable price.  And if you are patient enough, they have it on sale from time to time.

I got a decent one of ebay for like 5 bucks. (if you are patient)
Drilled 6 holes now with it. Works great.
Recommend putting duck tape on the inside of the tank for sure. Helps get a clean cut.
